DISPATCHING RULES
                           EFFECTIVE June 1st, 2005

The following rules are established in order to provide the way and means to administer the
Referral Procedure provision contained in Article IV of the Inside Agreement, and by the
authority contained in the Local Union By-Laws and Agreement. The following rules are
applied uniformly to all applicants for employment and any objections to same are to be
handled through the appeals procedure contained in the current Collective Bargaining
Agreement.



1. Sign-in on the day sheet begins at 7:30 a.m. and ends at 8:00 a.m. Roll call begins
at 8:00 a.m. Monday thru Friday excluding holidays. Dispatch will remain open
during normal business hours until all calls are filled. If calls are not filled, they may
be filled by telephone or electronically.

2. In an emergency, referrals may have to be made outside normal hours using
whatever means are available to fill calls and place registrants.

3. Applicants may sign the available-for-work list in person during normal business
hours, including lunch hour.

4. Registrants will be allowed two turndowns without penalty and be rolled
completely off the book for a third turndown.

5. Being unavailable for referral when work would have been offered to the registrant
shall be considered a turndown. Rejection of the applicant by an employer is not a
turndown.

6. Only the applicants on the available-for-work list are eligible to accept a referral.

7. Any applicant who is rejected by a contractor will be reinstated at the same place
in the available-for-work book.

8. Applicants must be present in the dispatching office during referral hours to receive
a referral. If calls are not filled during regular referral hours, they may be filled by
telephone or electronically as stated in items one (1) and fourteen (14) of these
dispatching rules.

9. Only applicants who are on the available-for-work list and have signed in will be
allowed to attend roll call.

10.When applicants accept a regular work referral, their name will immediately be
removed from the available-for-work list.

11. Any applicant receiving a regular work referral, accepted by the employer and
being terminated at 40 hours or less, at no fault of the applicant, shall be reinstated at
the same place on the available-for-work list. However, anyone who voluntarily quits
or is discharged for cause, regardless of the length of time worked, when signing the
available-for-work list, must sign at the bottom of the list.

12. All applicants shall re-register every month between the 1st of the month and the
10th of the month, inclusive. Failure to do so will result in their name being removed
from the available-for-work list. Applicants may re-register in person, by e-mail, by
fax or by mail. (If by mail, it must be post marked between the 1st of the month and
the 10th of the month, inclusive.)

13. If an employer requests manpower to be dispatched, it shall be considered as an
assignment of work for the applicant and that applicant has been employed according
to the agreement.

14. Any applicant accepting a "short call" of forty (40) hours or less, excluding
overtime, shall retain their place on the available-for-work list. A "short call" may be
extended by forty (40) hours or less, excluding overtime, upon approval by the
business manager, as described by the Memorandum of Understanding between
IBEW LU 60 and South Texas Chapter, NECA. A "short call" cannot exceed
fourteen (14) calendar days for any reason. Dispatching procedure for "short calls"
will begin with rotation starting with the first available applicant following the last
applicant accepting or declining a "short call" referral. If all calls are not filled,
referrals may be made by telephone or electronically, if necessary.

15. Any applicant who believes they have been placed on the wrong book must bring
it to the attention of the dispatcher prior to roll call. It shall be the responsibility of the
applicant to provide documentation to support their claim.

16. Applicants will be required to furnish information necessary to determine their
proper group.

17. The business manager will not be required to give the expected duration of any
job to an applicant for referral.
